No this picture was not photoshopped at all. You're looking at a rare genetic occurrence in the form of this girl's eyes.

This Filipino child is part of the ethnic Mangyan tribe. Blue eyes aren't uncommon for Caucasians but for Filipinos who have more or less dark brown eyes, this is practically unheard of unless the person has some Caucasian blood.

This child is 100% (as close to it at least) Filipino. There's also the rare shade of color to account for. It looks strangely purplish blue right?
