Scones:
Preheat oven to 425 degrees F.
In a large bowl, use a large spoon to stir together the flour, sugar, baking powder, and salt.
Grate 1/2 c. cold butter with a cheese grater; stir into the flour mixture. Or, cut the butter into small pieces; use a pastry cutter to cut the fat into the flour mixture until it resembles coarse meal or sand.
Add in the heavy cream, egg, vanilla extract, and chocolate chips; stir until all the liquid is incorporated and there are no dry spots in the dough.
Lightly dust a clean countertop with a sprinkling of flour. Transfer the dough to the countertop; use your hands to form into a large ball.
Press the dough to flatten it into a 2" thick disc. Use a butter knife to cut the circle into 8 wedges.
Place cut scones on an ungreased baking sheet. Brush the tops with the heavy cream.
Bake for 12-15 minutes, until the tops are nicely browned.
When the scones are done baking, let them cool on the baking sheet on a wire rack.
Icing:
While the scones are baking, make the icing. Add the powdered sugar to a small bowl. Pour in the milk and vanilla extract; whisk until combined.
Use a spoon to drizzle the icing over the scones while scones are still warm.
