2 lb. small potatoes, like Yukon gold
1 t. kosher salt
olive oil
coarse sea salt
Place a steamer basket in a large pot filled with an inch of water; add salt and potatoes; cover; bring to a boil over medium heat. Steam until potatoes are just tender when pierced with a paring knife, about 25 minutes. Do not overcook, they won't hold together when flattened. Remove basket; let potatoes cool until they can be handled.
Gently squeeze potatoes, skillet set over medium-high heat. Add potatoes in batches to avoid crowding; fry on both sides until crisp and browned, 2 - 3 minutes per side.
Drain on a plate lined with paper towels. Arrange on a platter. Sprinkle with sea salt.
