Preheat the oven to 375 degrees F. Coat a 9x9 inch baking dish with non-stick cooking spray.
In a large bowl, combine the ground beef, onion, bread crumbs, BBQ sauce, egg, chili powder, and salt until well mixed. Gently press mixture into the bottom of the prepared baking dish.
Bake uncovered 20 - 25 minutes, or until cooked through. Remove from oven. Carefully discard any excess fat, if necessary.
Place an oven rack 6 - 8 inches from heat source. Set oven temperature to broil.
While baking the ground beef mixture, microwave the mashed potatoes according to the package instructions, about 14 minutes.
In a large bowl, stir together the hot potatoes, milk, butter, parsley and garlic; mash with a potato masher until smooth, or mix with an electric mixer to desired consistency.
Stir in bacon crumbles and fried onions; spread evenly on top of beef mixture. Sprinkle on the shredded cheese.
Broil 3 - 5 minutes, or until cheese is lightly browned.
Serve hot with more BBQ sauce, if desired.
