Brown the ground beef in a large non-stick skillet over high heat, breaking it into small pieces as it cooks. When the meat is no longer pink, discard any fat; add 2 t. cumin along with remaining dry spices, onion, bell pepper and garlic; stir and cook 2 - 3 minutes until soft.

Place a slow cooker liner in the crock of the slow cooker for easy clean up. Transfer the meat to the slow cooker along with 1/2 c. water and tomato sauce. Cover; cook on High 3 hours or on Low 6 - 8 hours. Discard the bay leaf; add remaining cumin.

Heat the taco shells according to the package directions. Assemble tacos by placing 1/4 c. beef in each shell, topped with lettuce, 1 T. cheese and diced tomato.
